Bridging the Gap: How Payers and Providers View Shared Accountability in Value-Based Care
In value-based care, collaboration between payers and providers isn’t optional—it’s essential. Yet despite shared goals, the two groups often differ on who should take responsibility for critical activities like patient engagement, care management, and data sharing.
To better understand these dynamics, Arcadia partnered with Healthcare Dive and HIMSS Market Insights to survey payer and provider leaders on how they define accountability across six key domains. The results reveal both promising areas of alignment and persistent disconnects that stand in the way of progress.
The infographic below illustrates where payers and providers agree—such as on the importance of shared data and analytics—and where perspectives diverge, including ownership of patient engagement and care management. It also highlights the essential enablers of collaboration: interoperable infrastructure, shared tools, aligned incentives, and clear role definitions.

When these elements come together, payers and providers can move beyond parallel efforts toward true partnership—and ultimately, better outcomes for patients.
