Building Interoperability to Support Risk-Based Contracting: Expert Perspectives and Best Practices
Successfully implementing risk-based contracting across a provider network requires a foundation of trusted, shared clinical data. Claims-based data alone are insufficient, so plans need to address a host of interoperability challenges to get the clinical data they need to support this new payment paradigm.

Michael Gleeson is the chief strategy and innovation officer at He was the primary architect of Arcadia’s methodology for integrating clinical EHR-based and claims-based data to support transformational healthcare initiatives. Michael has led large-scale, multi-organization interoperability projects across the United States, and will provide an expert perspective on:

  • Clinical data required to fuel value based care performance. Why are claims-based data insufficient? What are some of the pitfalls and opportunities of working with comparatively unstructured clinical data from the EHR?
  • Overcoming barriers to engaging your provider network. Data sharing requires establishing trust with your provider network, and barriers can include misaligned incentives, HIPAA and security concerns, insufficient infrastructure, funding sources, and challenges presented by EHR vendors who may engage in data-blocking or other restrictive behavior.
  • Data normalization and data quality issues. To build a data asset that meets the needs of your clinical, informatics, quality, and finance teams, you’ll need to address some common data normalization and data quality challenges.
  • Using the data to drive provider performance. To actually move the needle on population health initiatives, you need your network to act on the insights generated by your data aggregation and analytics investments.
